Office of Human Resources Information
The Office of Human Resources provides full-service human resources support for employees within the Department of General Services and for client agencies.
The Classification and Pay (C&P) Unit determines appropriate position classification and compensation levels.
- Conducts classification and pay studies;
- Assists departmental programs with requests to fill positions;
- Provides consultation to departmental managers and supervisors on job duties, pay matters, and hiring process;
- Resolves complex issues affecting employee's employment issues and pay;
- Establishes, revises, and abolishes departmental classifications; and
- Conducts and/or coordinates reviews of the department's personnel management program to ensure compliance with Civil Service law, rules, and DGS policy and procedures.

The Selection Unit administers the department's employee selection process.
- Plans, develops, and administers open and promotional civil services examinations;
- Conducts job analysis;
- Consults with department staff on examination development and administration;
- Issues, monitors, and audits, certification (eligibility) lists.

The Personnel Transactions Unit implements changes in employee status and pay.
- Maintains employee status and pay information in the State employment history and payroll systems, and processes benefits enrollment and payroll.
- Responds to personnel/payroll questions from employees and management;
- Maintains official personnel files, leave records and position control information.

The Certification Unit requests certified employment lists, disburses employment inquiry letters, codes certified employment lists with appropriate action, and keys appointments made from certified employment lists.
The Constructive Intervention/Adverse Action Unit provides guidance on issues relating to employee conduct and behavior.
- Acts as a manager/supervisor employee performance resource;
- Provides consultation on adverse actions and rejections on probation;
- Issues AWOL Separation Notices and ATO letters;
- Coordinates/assists with Skelly/Coleman hearings;
- Administers Workplace Violence Prevention Policy.

The Customer Resources Unit (CRU) provides administrative support for the Office of Human Resources.
- Provides information to General Services' employees and the general public regarding a variety of personnel related topics;
- Answers incoming calls on a variety of topics from General Services' employees and the general public;
- Maintains the Official Personnel Files for the department;
- Posts job bulletins for General Services' employment opportunities.

The Labor Relations Section (LR) provides efficient and timely labor relations services and facilitates cooperative relationship between management, employees, and the unions.
- Responds to grievances;
- Develops management proposals and participates in negotiations;
- Conducts meet and confers with unions;
- Provides MOU interpretation;
- Conducts LR training;
- Reviews policy/program changes for LR impact.

The Program Improvement Section is responsible for the enhancement, training, and support to the ABMS Human Resources and PAL applications.
The Training and Performance Enhancement Section provides training, facilitation, and performance consulting services.
